Major Duties (Job Description)

  • Serves as an Internal Review auditor performing routine or limited-scope audits and internal examinations of accounting and operational functions.  Will also assist higher-graded auditors with full-scale, more complex audits.
  • Assists in reviews of accounting and operational functions, controls within processes or systems, and new or changed policies or regulations by applying professional knowledge of accounting and auditing theories.
  • Assists senior auditors and attend briefings and meetings with officials of other offices/directorates to discuss and seek resolution of problems identified.
  • Furnishes requested data or information concerning assignments and results along with recommendations to higher graded auditors.  Performs a variety of audit and analytical procedures, including statistical techniques to collect and analyze data and prepare draft findings.
  • Completes financial management certification requirements as part of professional development.

HOW YOU WILL BE EVALUATED. You will be evaluated based on your level of competency in the following areas: 

Knowledge of professional accounting and auditing principles, concepts, and practices along with a general knowledge of regulations, requirements, and practices.

Knowledge and skills necessary to independently perform the assignment and to gather, organize, and evaluate data in multiple areas and separate essential from nonessential data. 

Skill in assessing the degree to which program goals are met and assists in developing findings/reports that identify operational problems and required corrective actions.

Ability to provide local commands and higher echelons detailed briefings or position papers on the adequacy and accuracy of managerial and financial accounting systems and reports within the organization.

Qualification Summary

Qualifications Summary:

A. Degree: Bachelor's degree (or higher degree) in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

OR

B. Combination of Education and Experience: Must include at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
(1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR
(2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR
(3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; AND (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; AND (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements, 


In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience Statement: Specialized Experience (GS-07): One year of specialized experience which includes: 1) working as a trainee auditor assisting in audit steps by gathering pertinent data; AND 2) preparing summaries of data and organizing work paper files. This definition of specialized experience is typical of work performed at the second lower grade/level position in the Federal Services (GS-05). 

OR 

For the GS-07 level, one year of progressively higher level graduate education with major study in accounting, auditing, or related discipline, or a bachelor’s degree with superior academic achievement (Transcript required).

OR,

Combination of Experience & Education: Applicants may also combine education and experience to qualify at this level. You must have an appropriate combination of specialized experience and education (Transcript required).

This position has promotion potential to the GS-09/11 and full performance to the target grade of GS-12.
