- Coordinates tasking directives with TED for planning, analysis, and training and doctrine development actions involving one or more functional areas
- Plans and directs the work of employees engaged in the analysis, design, and development of soldier and training support products
- Assigns work, monitors progress, reviews completed projects, and ensures timely completion and technical accuracy.
- Plans and directs work requirements and determines personnel needs based on existing or anticipated operational problems
- Directs preparation of surveys/questionnaires to obtain field feedback pertaining to Signal MOS/AOC and functional area tasks and evaluation materials.
- Manages the preparation of job and task analysis of collected field data.
- Maintains liaison with agencies outside USA Signal School to ensure that individual training and evaluation materials meet field requirements.
- Supervises employees ranging in grades up to and including GS-11.

BASIC REQUIREMENTS TO QUALIFY FOR INSTRUCTIONAL SYSTEMS SPECIALIST: A bachelor's (or higher) degree that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work included study in at least four of the following five areas in adult education:1. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material;2. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness;3. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments;4. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training;5. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.(Note: You must attach a copy of your transcripts to your application package.) In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: To qualify based on your experience, your resume must describe one-year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1) Coordinating tasking directives with TED (Training and Education Division) to aid in development of actions involving one or more functional areas, 2) Overseeing the design of soldier and training support products such as Program of Instruction (POI), Graphic Training Aid(GTA) and Computer Based Training (CBT), 3) Utilizing ADDIE (Analysis, Design, Development, Implementation, Evaluation) model to determine project goals, solutions and work priorities for training.
